There are many high profile publicised technology procurement failures either with government departments, NHS trusts, or education establishments.  Equally there will be many more IT managers out there that have equally interesting stories to tell about great successes, because most of the time public sector IT have tools to function, if sometimes not in the most cost effective or efficient ways.
